Subsystem-by-Subsystem Assessment

1. Architect Citizen (001)

Claims: - Observes codebase, conversations, and evaluations - Produces ImprovementProposal with evidence - Analyzes dependencies, detects god classes, singleton abuse - Reads ADL constraints for grounded recommendations

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_citizens.py (18 tests) | ✅ PASS | | Senior analysis tests | Dependency analysis, god class detection, constraint checks | ✅ PASS | | Live usage | Proposal ADL-20260706-19b268 produced, approved, commissioned, COMPLETE | ✅ VERIFIED | | ADL integration | observe_adls() reads decisions/.md and enriches proposals | ✅ VERIFIED | | MCP tools | animus_architect_scan, animus_architect_list_proposals wired | ✅ VERIFIED* |

Maturity Stage: 6 — Self-improving (actively produced approved proposal through full pipeline)

Gaps: None blocking. Stretch: deeper architectural reasoning (coupling metrics, churn prediction).

2. Conversation Designer (002)

Claims: - Detects repeated prompts, vague requests, correction loops from conversation logs - Proposes NL interface improvements (shortcuts, structured commands) - Reads Claude Code JSONL transcripts with origin filtering - Supports focus_pattern for targeted proposals

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_citizens.py (10 tests) + test_conversation_designer.py (21 tests) | ✅ PASS | | Parser validation | Claude Code JSONL (message.content dict) + origin filter (origin.kind == "human") | ✅ VERIFIED | | Live usage | Proposals ADL-20260706-fb5638 (correction loops) and ADL-20260706-432718 (vague requests) approved, commissioned, COMPLETE | ✅ VERIFIED | | Transcript analysis | 534 human prompts across 38 sessions analyzed | ✅ VERIFIED |

Maturity Stage: 6 — Self-improving (produced 2 approved proposals from live transcripts)

Gaps: - Needs ≥5 more sessions to validate correction-loop reduction metric - No automated weekly scan scheduled (manual invocation only)

3. Knowledge Curator (003)

Claims: - Detects stale references, contradictions, outdated claims, orphan topics - Proposes knowledge maintenance improvements - Integrates with memory layer for cross-project pattern harvesting

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_citizens.py (8 tests) | ✅ PASS | | Pattern detection | Stale reference, contradiction, outdated claim, orphan topic detection | ✅ IMPLEMENTED | | Live usage | No approved proposal yet — memory layer dependency limits autonomous scanning | 🟡 PARTIAL |

Maturity Stage: 3 — Tested (logic complete, tests pass, but no live proposal through pipeline yet)

Gaps: - Needs a concrete approved/commissioned proposal to reach Stage 4+ - Memory layer integration not fully exercised in production

4. Test Oracle (004)

Claims: - Analyzes test failures, coverage gaps, eval drift - Proposes test suite health improvements - Integrates with pytest output and eval systems

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_citizens.py (6 tests) | ✅ PASS | | Pattern detection | Test failure observation, coverage gap detection, eval drift detection | ✅ IMPLEMENTED | | Live usage | No approved proposal yet — requires real pytest output as input | 🟡 PARTIAL |

Maturity Stage: 3 — Tested (logic complete, tests pass, but no live proposal through pipeline yet)

Gaps: - Needs a concrete approved/commissioned proposal to reach Stage 4+ - Best exercised when real pytest failures occur (opportunistic, not scheduled)

5. Citizen Council

Claims: - Collects proposals from all citizens - Deduplicates by component overlap - Ranks backlog by priority score

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_citizens.py (2 tests) | ✅ PASS | | Backlog ranking | Scoring and deduplication logic verified | ✅ IMPLEMENTED | | Live usage | Not yet exercised with multi-citizen proposal set | 🟡 PARTIAL |

Maturity Stage: 3 — Tested

Gaps: - Needs ≥2 citizens producing proposals simultaneously to validate deduplication - Rank scoring weights not calibrated against real data

6. Proposal Queue

Claims: - Manages approval lifecycle: DRAFT → SUBMITTED → APPROVED → COMMISSIONED → COMPLETE - Persists proposals to disk/memory - Enforces status transitions (no skipping)

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_citizens.py (4 tests) | ✅ PASS | | Lifecycle validation | Submit → Approve → Commission → Complete roundtrip | ✅ VERIFIED | | Live usage | Used in 3 approved proposals (KC #1, KC #2 correction, KC #2 vague) | ✅ VERIFIED | | Persistence | JSON roundtrip verified | ✅ VERIFIED |

Maturity Stage: 5 — Verified (used in production, adversarially exercised via status transitions)

Gaps: None blocking.

7. Forge Commissioner

Claims: - Bridges approved proposals to Forge workflows - Authenticates via FORGE_API_USER + FORGE_API_PASS - Supports local engine bypass and HTTP fallback - Returns evidence bundle on success

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_citizens.py (9 tests) | ✅ PASS | | Live Forge integration | 3 successful commissions to localhost:8000 | ✅ VERIFIED | | Auth flow | Login → Register → Execute verified | ✅ VERIFIED | | Evidence bundle | Returns workflow_name, workflow_id, forge_response, affected_components | ✅ VERIFIED |

Maturity Stage: 5 — Verified (live end-to-end with real Forge service)

Gaps: None blocking.

8. BootstrapLoop

Claims: - Wires Core → Forge → Quorum → write improvements - Runs Architect citizen scan at end of each cycle - Supports configurable focus paths

Evidence: | Type | Source | Status | |---|---|---| | MVP tests | packages/core/tests/test_bootstrap_mvp.py (42 tests) | ✅ PASS | | Architect cycle | run_architect_cycle() with focused paths (packages/core/animus, packages/forge/src/animus_forge) | ✅ VERIFIED | | Integration | Runs without hanging (fixed from focus_paths=["animus"] monorepo-wide scan) | ✅ VERIFIED |

Maturity Stage: 4 — Validated (MVP tests pass, live cycle runs, but not yet adversarially stressed)

Gaps: - Needs stress test with multiple consecutive cycles - No automated scheduling (cron/timer integration not yet implemented)

9. Eval Evidence

Claims: - Queries Forge eval store for run history - Builds EvidenceItem-compatible dicts from eval results - Gracefully degrades when Forge not installed - Supports memory fallback and directory-based reads

Evidence: | Type | Source | Status | |---|---|---| | Unit tests | packages/core/tests/test_eval_evidence.py | ✅ PASS | | Graceful degradation | Returns [] when Forge not installed | ✅ VERIFIED | | Data normalization | Handles multiple field name variants across versions | ✅ IMPLEMENTED | | Live usage | Eval calibration completed 2026-07-06 (3 suites × 4 models) | ✅ VERIFIED |

Maturity Stage: 4 — Validated (eval calibration provides real data, but no citizen actively consumes it yet)

Gaps: - Test Oracle and Architect do not yet auto-query eval evidence for proposals - Needs integration point: citizen calls query_eval_runs() during observation phase
